India and China have agreed on 3 step disengagement process to easy LAC standoff which is from past six months along the Line of Actual Control (LAC). China's People's Liberation Army(PLA) has given the proposal to pull back troops from critical spots along LAC which India is considering.
If an agreement is reached then India will be pulling back its troops from the southern bank of Pangong Tso where it has 13 spots along with Black Top and Helmet Top captured. At the same time, PLA will be pulling back its troops from the northern bank of Pangong Tso.
But this agreement does not talk about the 900 sq km Depsang plains in northern Ladakh, this will be considered later after disengagement of both northern and southern bank of Pangong Tso.
India and China had already agreed to disengage from Galway Valley in Ladakh previously on June 6 too.
But later Indian troops found that PLA Soldiers did not decrement in the region rather kept incrementing. Which triggered a fight and 20 Indian soldiers martyred and more than 70 PLA Soldiers died.
The China Study Group (CSG), led by National Security Adviser Ajit Doval will be considering the Chinese proposal this time. To avoid such a problem the two sides also agreed for a joint mechanism to verify the progress in the disengagement process through Delegation meetings as well as using Unmanned Aerial Vehicles.
The 3 steps of disengage are:
Step 1: Withdrawal of forward location tanks along the LAC by both sides Simultaneously.
Step 2: In the northern bank of Pangong Tso Indian Troops will return to Dhan Singh Thapa post located in finger 3.
Chinese PLA troops will withdraw to finger 8 the mountain spurs which descend into the Pangong Tso.
Step 3: In the southern bank of Pangong Tso Indian Army will withdraw all 13 critical heights and territories, including Rezang La and Renchin La, Black Top, Helmet Top. Which had given the Indian Army a strategical advantage till now.
